Position Summary The Municipal Project Manager is responsible for planning, managing, and delivering municipal capital improvement and infrastructure projects that support the community's operational, environmental, and long-term development goals. This position oversees projects from planning and design through construction and closeout while ensuring compliance with New Jersey state regulations, municipal ordinances, funding agency requirements, and applicable federal standards. The ideal engineer has experience managing public infrastructure projects, coordinating multiple stakeholders, and working in a coastal municipality where resiliency, environmental stewardship, and regulatory compliance are critical. Key Responsibilities

  • Manage municipal capital improvement projects from concept through completion.
  • Develop project scopes, schedules, budgets, procurement strategies, and project delivery plans.
  • Coordinate engineering consultants, architects, contractors, utility companies, and municipal departments.
  • Prepare and administer Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Invitations to Bid, and construction contracts.
  • Oversee consultant and contractor performance to ensure compliance with project specifications, schedules, budgets, and quality standards.
  • Administer construction contracts, including change orders, payment applications, claims, and project closeout documentation.
  • Coordinate permitting and regulatory approvals with:
    • New Jersey Department of Environmental Protection (NJDEP)
    • New Jersey Department of Transportation (NJDOT)
    • County agencies
    • U.S. Army Corps of Engineers (when applicable)
    • Federal Emergency Management Agency (FEMA) for grant-funded projects
  • Monitor project budgets and prepare financial reports for municipal administration and governing body meetings.
  • Prepare presentations and status reports for Mayor, Council, Township Committee, Planning Board, and other public meetings.
  • Coordinate public outreach and respond to inquiries from residents, businesses, and community stakeholders.
  • Identify project risks and develop mitigation strategies.
  • Ensure compliance with OSHA safety standards and municipal safety policies.
  • Support long-range Capital Improvement Program (CIP) planning and asset management initiatives.
  • Maintain complete project documentation, including schedules, contracts, permits, inspections, and closeout records.
  • Assist in securing and administering state and federal infrastructure grants.
Qualification:
  • Bachelor’s degree in civil engineering a related field.
  • Professional Engineer License in the state of New Jersey
  • 12+ years of experience managing municipal or public infrastructure projects.
  • Knowledge of New Jersey municipal procurement, permitting, and construction practices.
  • Strong project management, communication, and stakeholder engagement skills.
